Leslie Findlay is Tierra’s Manager of Right of Way Operations in the Pacific Northwest. Ms. Findlay has worked in the right of way profession for over 20 years, 15 of which she spent in the Real Estate Services division of the Washington State Department of Transportation (WSDOT). At Tierra, her daily focus is on business development, project management, WSDOT certification, and completing projects to the standards and regulations set forth by the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act (the Uniform Act).
An expert in right of way acquisition and relocation assistance, Ms. Findlay has long served in educational roles, providing specialized training for public agencies, their staff, and consultants. Ms. Findlay currently serves on the International Right of Way Association’s (IRWA’s) Professional Education Committee. She is a certified CLIMB instructor for IRWA relocation courses, a current member and former Chair of the IRWA’s Relocation Committee, and a Past President of IRWA Chapter 4 (Puget Sound). She was named Chapter Professional of the Year in 2014, Region Professional of the Year in 2019, and received the Chapter Instructor/Presenter of the Year award in 2019.
Ms. Findlay holds the Senior Right of Way Professional (SR/WA) designation and the Relocation Assistance (R/W-RAC) certification from the IRWA. She has been an active member of the IRWA since 2010.
