Manager, Right of Way Operations, New Mexico
Meghan Bayer joined Tierra in 2015 with 11 years of experience in program and project management, working primarily for local and State government agencies in New Mexico. At the New Mexico Economic Development Department, Ms. Bayer provided technical assistance to municipalities around the state, managed legislative appropriations, and oversaw and coordinated the implementation of capital outlay projects. At Santa Fe County, she managed capital improvement projects, including planning, design, and construction, as well as acquisition for parks, trails, and open space. Ms. Bayer has also administered Federal grant programs, conducted strategic planning, and managed contracts and budgets. As a trained community planner, Ms. Bayer has worked with diverse stakeholders and interests and communities throughout New Mexico, demonstrating excellent communication skills. In 2018, she was promoted to Manager of Tierra’s Right of Way Operations in New Mexico where she is responsible for overseeing right of way activities throughout the region. She is a Licensed Real Estate Agent and is intimately familiar with the Code of Federal Regulations.
