City of East Wenatchee: Safe Routes to School

Safe Routes to School was a two-segment right of way project that included 23 parcel acquisitions—primarily single-family residences, two churches, and the school district. Temporary construction easements were needed to tie in driveways to the new roadway elevation. The City became eligible for $2 million in funding if Tierra could certify the right of way by a target date. A project this size would typically be a 9–12-month process; we were able to complete it in three months. The City ending up receiving $3 million in funding, $1 million more than anticipated. The right of way negotiations were well under budget, even with an all-hands-on-deck approach to wrap up negotiations, signings, and close-out files for certification.
